Tenaris USA, Vallourec Star LP and the United Steelworkers (USW) have filed antidumping petitions on seamless carbon and alloy steel standard, line and pressure pipe (SSLPP) from Georgia and India, along with a countervailing duty petition on India. Law-firm summaries give the filing date as 14 or 15 October 2026. The US International Trade Commission (ITC) instituted the preliminary phase on 16 October 2026 as Inv. Nos. 701-TA-810 and 731-TA-1811-1812; the Federal Register notice appeared on 20 October 2026.
The scope covers seamless non-stainless carbon and alloy pipe and redraw hollows of 16 inches (406.4 mm) outside diameter or less, in any wall thickness, process or end finish. Listed specifications are ASTM A-53, A-106, A-333, A-334, A-589, A-795 and A-1024, plus API 5L. OCTG, ASTM A-335 pipe, GOST 550-75 pipe, and mechanical, boiler, condenser and heat-exchange tubing are excluded, unless the tubing meets A53/A106/API 5L dimensions. The ITC lists HTSUS subheadings 7304.19.10, 7304.19.50, 7304.31.60, 7304.39.00, 7304.51.50, 7304.59.60 and 7304.59.80.
Petitioners allege dumping margins of 41.03%–63.57% for India and 113.87%–281.24% for Georgia, and countervailable subsidies in India above de minimis. These are allegations only, and Commerce has calculated no rates.
The ITC preliminary conference is set for 5 November 2026. Should preliminary determinations be affirmative, cash deposits could start as early as January 2027 for CVD and March 2027 for AD, according to Clark Hill; these dates may change. As pressure pipe of this type serves refineries, petrochemical plants, power generation and oil and gas distribution, EPC buyers sourcing ASTM A106/API 5L seamless pipe for US projects should watch the case.
