European industry associations and trade unions issued a joint statement during the week of 19–26 October 2026 calling for the Carbon Border Adjustment Mechanism (CBAM) to be extended as widely as possible to downstream products.
The appeal is addressed to the European Parliament, the Council of the EU and the European Commission, which are currently holding trilogue negotiations on the file.
Signatories include EUROFER, EUROMETAL, the European Steel Tube Association (ESTA), EUROFORGE for forging associations, EUNIRPA for wire rod processors, Europacable, European Aluminium and EWRIS for wire rope.
The group argues that a wider CBAM scope is needed to shield European value chains, investment and jobs from carbon leakage. In their view, finished and semi-finished products from third countries may continue to enter the EU market without bearing comparable carbon costs.
They expect this risk to increase as free emissions allowances under the EU ETS are gradually phased out.
For exporters of pipes, fittings and flanges to the EU, a broader CBAM scope could add embedded-carbon costs and reporting obligations for downstream steel goods. The final scope has not been decided and remains under trilogue negotiation.
