India's Directorate General of Trade Remedies (DGTR) has recommended keeping the definitive anti-dumping duty on alloy and non-alloy steel seamless pipes, tubes and hollow profiles imported from China for a further five years. The duty amount is $268/mt. A government official disclosed the recommendation on October 29, 2026, citing an official notification.
The recommendation follows a sunset review in which the authority concluded that dumping and injury to the Indian domestic industry are likely to continue or recur if the measure is allowed to lapse.
The DGTR opened the review on March 26, 2026, after requests from three domestic manufacturers: Jindal Saw Limited, Kirloskar Ferrous Industries Limited and Maharashtra Seamless Limited. The producers argued that dumping from China could resume if the duty expired.
India first imposed the duty in February 2021, and it has been extended over the years since then. The latest temporary extension is due to expire on January 27, 2027.
DGTR recommendations of this kind normally go to the Department of Revenue under the Ministry of Finance, which puts the duty into effect by issuing a notification. Until such a notification is issued, the five-year continuation remains a recommendation.
